Many WiFi routers are provided with the WiFi turned off. Usually it is a simple case of following the instructions to enable the WiFi.  On some routers it is a simple task of pressing a button on the back, however on the majority you will have to either insert a disk and follow the setup instructions or use a web interface system to amend the settings.
